She is a scammer. Sorry.
She first tried to take you on visa and travel scenario, and as you have not been caught on it, she is trying another thing - she will now come to Moscow and realize that she can't stay in the hotel now - as she does not have money or something will happen and she will need help urgently.
She tells lies.
No one bank will take a house or a flat as loan and give the person 300-400 usd, the prices for the flats here are many times higher. She could take just a consumer loan. No travel agency here requires a person to buy tickets through it if the person buys a visa. So she could order a visa, and take her, but she says favorite scammers' fairy tale, that she will lose everything if she won't give money for the ticket.
She could not receive the visa at all to Canada. She works as a registrar in a bureau of registration of a marriage. This work is not paid much and she could not take a paper from her work about her income that will suffice Canadian consulate.
They demand higher salaries for people who want to come to Canada. She won't suffice. She is a scammer.
Visa is made in such a bad dimension that fraud is not seen.

Another question, what if its too late and she's in Moscow, were she can't get my emails, or is that a story too, what happens if she arrives were the place I stay. She was supposed to arrive on plane Sunday July 22, at 10;28 pm, I live in Winnipeg, Manitoba, Canada. What are my options??

Scammers write like that but they never come and really there are no girls coming to Moscow. It is a group that works in Moscow. They write that they are from different cities, but then tell that they came to Moscow and no money, please send money to Moscow to that and that person. Your option is just see it as a mini theater played for you.
There are no real person behind it.
No real Russian girl will do it and all the scammer signs are there.
No need to intervene the police.
Visas are not so given easily there.
