Hello Craig, I think, she is a scammer. 1. russian higher education do not have this certificate for their students (LPN). Even after finishing Russian medical university or college if a person wants to work there, he has to pass exams anew and so on. 2.. This system works in a different way. They apply to special agencies that help nurses to begin work in USA, but not just a woman applying to a hospital on her own. Nobody will give her a visa on that. This agencies help women to pass the exams and provide them with visas and with tickets, when working later they give back all this money. Hospitals on their own won't work with visas.
